Description

We are currently seeking a Preconstruction Coordinator to join our Wagman Construction, Inc. team. Reporting to the VP of Preconstruction, the Preconstruction Coordinator is responsible for performing a broad range of administrative tasks to support our Preconstruction team.

Wagman is a multi-faceted construction firm with operations in heavy civil, general construction and geotechnical construction services. Founded in 1902, Wagman is a fourth generation, family-owned company with offices in Pennsylvania and Virginia. As a full-service general contractor, Wagman Construction facilitates growth and development in senior living, healthcare, higher education, urban, institutional, and industrial markets in central Pennsylvania, Virginia and Maryland.

Project Setup / Bid Proposal Stage

  • Create file job folder on shared drive for new speculative projects and track Precon / Estimating job numbers
  • Download documents, drawings, and addendums that are issued for each project, saving them by owner or architect to the precon / estimating job folder
  • Create a new project within the subcontractor invitation to bid system (Smart Bid), including the description of work and selection of trades. Coordinate with the lead estimator.
  • Upload bidding documents, drawings, and addendums to the subcontractor invitation to bid system (Smart Bid) for distribution to the subcontractor and vendor market. Distribute notices to the subcontractor market.
  • Review Project Manual / Specifications and work with the lead estimator to select the subcontractor that we will invite to bid via Smart Bid
  • Track and download addendums and RFI to the Precon / Estimating job folder for each Project. Keep a current set within the job folder based on the latest addendum and RFI
  • Review division 00 and 01 of Project Manual / Specifications / Owner Contract to fill out the Bid Submission requirement sheet that will be distributed to the team. Coordinate with lead estimator and team to complete the tasks for each bid proposal.
  • Track diversity requirements for each bid proposal. Review, follow up, and provide updates on diversity contractors that will be providing bid proposals on the project. Coordinate with the lead estimator.
  • Send a copy of the link of the owner contract and insurance requirements to leadership for review, and work with the Lead Estimator to incorporate clarifications in the proposal response.
  • Create the enumeration of documents for each project. Ensure the list of drawings and specifications is the most current version through the bid process.
  • Complete the bid submission documents for each bid, including bid forms, bonds, scope of work, etc. Work with Proposal Coordinator to format a final version prior to submission.
  • Coordinate with ATF for the property business license for each project.
  • Obtain all required signatures for bidding documents.
  • Work with lead estimator on Bid Day to upload and submit he bid proposal.
  • Complete the A305 Contractor’s Qualification Statements (i.e. request EMR letters, populate OSHA citation information, review information with legal, etc.)
  • Request Bonding Capacity Letter and Consent of Sureties if required for the project.
  • Provide all prevailing wage information to the finance team to upload for certified payroll.

Support for Preconstruction Team

  • Work with the VP of Preconstruction to update and distribute the weekly preconstruction schedule and responsibility matrix.
  • Work with the Lead Estimator to create scopes of work for each trade for all GMP projects.
  • Work with Lead Estimator to create cover letters, executive summaries, project narratives, clarifications / exclusions, and scope of work documents.
  • Provide administrative support to mail letters, take minutes, schedule meetings, etc.
  • Notarize, attest, and seal documents as necessary.

Project Setup / Work Orders / POs

  • When projects are awarded, coordinate with Lead Estimator to create a new project in Viewpoint
  • Create work orders, purchase orders, professional service agreements, and short form contracts based on the scopes of work. Coordinate to have work orders and POs executed via DocuSign
  • Works closely with the Lead Estimator to ensure the buyout logs are updated and reviewed with the team on a weekly basis.
  • Ensures the project systems and documents are set up correctly (i.e. creates professional service agreements, updates Procor with appropriate documents, provides payroll information to the finance team regarding billable / prevailing wage rates, gathers all insurance documents for the project, etc.)
