Job Summary

This position is located within the Stormwater Unit at the Minnesota Pollution Control Agency (MPCA). This position exists to help implement the MPCA regulatory program for large and small Municipal Separate Storm Sewer Systems (MS4s). The incumbent will be responsible for: Issuing general or individual permit coverage to MS4s subject to NPDES stormwater regulation; performing compliance evaluations (i.e., audits/inspections) of MS4 Stormwater Pollution Prevention Programs (SWPPPs); initiation and follow-through with enforcement actions as necessary to address non-compliance; reviewing annual reports submitted by MS4 permittees; providing technical assistance, education and outreach to the MS4 regulated community; working closely with other agency MS4 program staff, including Total Maximum Daily Load (TMDL) staff in the section; assisting with permit development for general and individual MS4 permits.

Qualifications

Minimum Qualifications

Environmental Specialist 1:

Bachelor's degree in a water related science, environmental protection, or closely related field OR

Technical environmental degree (e.g., Natural Resources Technology A.A.S.) AND one year of technical/professional-level environmental protection experience OR

Two years of technical/professional-level environmental protection experience **

Environmental Specialist 2:

A Bachelor's degree in environmental protection or related science field AND one year of professional environmental protection experience OR

Three years of environmental protection experience. **

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

Knowledge of water resources and the relationships between hydrology, engineering, land use, and water quality management.

Demonstrated ability to work effectively with representatives of government and private organizations along with the ability to resolve controversial or contentious situations.

Effective public presentation skills; ability to effectively communicate technical concepts in person and in writing.

Physical Requirements

Must be physically able to perform field work associated with monitoring projects. This may include loading/unloading vehicles and boats with field equipment, carrying equipment to sites, launching boats, or portaging canoes. Frequently may need to lift and carry approximately 50 pounds in the water or over land. Capable of moderate physical exertion in summer heat and sun.

Additional Requirements

This position requires successful completion of the following:

A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
