Under limited supervision, leads and directs property accountability, visibility, and auditability (PAV-A) activities in accordance with financial improvement and audit readiness (FIAR) policies and procedures. Conducts planning and execution of property management to include data input, records management, adhering to policies, and best practices.

Recommends planning and progress to ensure compliance with program requirements, specifications, and standards; analyzes data to ensure government property accountability requirements are met.

Provides technical guidance regarding appropriate property accountability methods to government personnel. Manages time-sensitive taskings to external entities.

Education/Experience:

Bachelor’s Degree with six (6) years’ experience in USMC supply or property accountability using Global Combat Support System - Marine Corps (GCSS-MC).

The ideal candidate will be familiar with financial improvement and audit readiness (FIAR) methodology.

Specific/Preferred Requirements:

• Assist the customer with Property Accountability, Visibility, and Auditability (PAV-A) and Property Transfer; maintaining records for government property, and managing internal controls upon receipt, delivery or acceptance of government property in accordance with DoD and Marine Corps policies

• Facilitate the accounting of current and historical Capital Asset expenses utilizing KSDs to include Contacts, MIPRs, and MFRs, reviewing these for accuracy and responding with what changes or documents are needed to be audit compliant.

• Provide recommendations to customer on actions, procedures, and techniques used to determine PAV-A requirements, including acquiring principal end items, capital assets, item transfers to designated location, birthing of items in the appropriate Accountable Property System of Record (APSR), creation and maintenance of birth records.

• Maintain, analyze, and report on a variety of activities related to all elements of Government Equipment (GE), Government Furnished Property (GFP), Property Transfers, and Military Equipment Valuation (MEV).

• Attend and support program related meetings regarding accountability and transfer of government equipment.

• Support and assist in accessing and using GCSS-MC, the Defense Property Accounting System (DPAS), PIEE, TFSMS, and associated data system tools, to update and analyze supply and maintenance data.

• Support and participate in working group efforts supporting GCSS-MC Birthing Implementation IPT, DoN GFP, MCSC MCA Process/Procedures IPT, and Military Equipment Validation (MEV) Updates

• Excellent Microsoft Excel skills strongly desired
