SLS Federal Services Division is seeking an experienced Health Safety & Environmental (HSE) Director to provide senior leadership for a portfolio of large Design-Build infrastructure projects, CONUS and OCONUS. This position will be responsible for growing a first-class safety organization that provides effective project execution support for all contracts in support of federal clients such as the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Command (NAVFAC), U.S. Air Force Civil Engineer Center (USAFCEC), and U.S. Department of State (DOS).

Essential Duties and Responsibilities

  • Serve as the Director of the Federal Services Division’s Health, Safety, & Environmental (HSE) Organization, reporting to the Division President.
  • Develop a strategic growth and staffing plan for the Division’s Health Safety & Environmental Organization to include identification of key positions and methods for efficient and flexible staffing.
  • Monitor the Division’s backlog of pursuits and active projects to develop forward-looking staffing plans that ensure project-level success.
  • Identify and advocate for the hiring of competent and qualified Site Safety & Health Officers (SSHO) in direct support of the responsible Project Managers and Project Executives.
  • Provide positive and effective oversight of all SSHO’s assigned to projects, to ensure they are properly supporting the responsible Project Managers and Project Executives.
  • Prepare and implement HSE guidelines, protocols, and procedures for the Division, and review all project-specific Safety Plans, Accident Prevention Plans (APPs), and Environmental Plans to ensure proper compliance with contract requirements, and applicable regulations and laws.
  • Perform internal/external audits to ensure all HSE requirements are being properly implemented and managed throughout the Federal Services Division.
  • Participate in the contract proposal process as the subject matter expert for all HSE requirements and provide all related inputs for proposals.
  • Identify and champion the implementation of any software and technology solutions needed to ensure the success of the HSE Organization.
  • Ensure all HSE personnel receive both necessary and discretionary training to maximize their qualifications and professional skills to ensure both project success and individual career growth.
  • Act as final arbiter for high-level HSE issues as they arise on projects.
  • Perform additional assignments per the Division President’s direction.

Position Requirements

  • Degree in Occupational Safety, Industrial Hygiene, or similar fields is preferred.
  • Minimum of ten (10) years of progressive experience in HSE-related roles is required.
  • Five (5) years’ experience as a Certified Safety Professional (CSP) is strongly preferred.
  • Experience implementing and managing HSE programs on federal construction projects is required.
  • Current OSHA and EM 385 certifications are required.
  • Strong verbal/written communication is required.
  • Position requires U.S. Citizenship and the ability to speak, read, and write fluent English.
  • Must have a valid State Driver’s License and successfully pass background/security checks.
  • Proficiency in Microsoft Office software (Outlook, Word, Excel, PowerPoint) is strongly preferred.

Physical Demands:

  • Use of manual dexterity, tactile, visual, and audio acuity.
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands.
  • Occasional lifting (up to 40 pounds), bending, pulling, and carrying.
  • Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
  • Ability to work outside in and around construction sites safely.
