Job Description: The contractor, based on knowledge of Office of Personnel Management (OPM) rules and regulations governing Federal practices and procedures, especially Classification Standards, shall be fully capable of performing the work specified in an efficient reliable and professional manner. The Contractor shall provide technical Human Resources (HR) Classification advisory and consulting services to include: Write Position Descriptions (PD) for classifying Agency Federal and Trust positions. Write Job Analysis and Rating Plans for classified PDs. Participate in desk audits. Review duties and responsibilities of positions; prepare new and revised PDs, prepare detailed Evaluation Statements, and present any other advice and counsel related to this work. Conduct detailed classification analysis of existing PDs to determine the appropriateness of Classification Standards; this includes facilitating focus group discussions with supervisors, employees, and Subject Matter Experts (SME) to analyze Classification standards and document issues or impact that Standards have on Agency operations and identify requested changes and reasoning for requests. Provide guidance and support to the organizations undergoing reorganization or realignment. Contribute to and develop written procedures and job aids internal to Agency regarding the Position Management and Classification operations and processes. All new materials must be developed in partnership with the Office of HR (OHR) and be in sync with the existing Agency classification guidelines; must be reviewed and approved by OHR Position Management and Classification Unit before they are made available to Agency staff. Participate with or conduct training sessions that cover Position Management and Classification topics; training materials must be in sync with the existing Agency classification guidelines and need to be reviewed and approved by OHR Position Management and Classification unit. Deliverables Complete pre-classified PDs to include, if applicable, detailed evaluation statements; all PDs must be sent to OHR for final classification; OHR may choose to delegate the signature authority after a certain period of review and observation of Contractor work products. Develop the job analysis and rating plan associated with pre-classified PDs. Update personnel systems to ensure reports generated accurately reflect the status of Classification requests that are completed and pending. Provide Classification reports, recommendations, and counsel related to the work. Complete Classification analysis, leveraging a focus group; when necessary, brief leadership on findings and prepare a written request to leadership. Create or modify Classification Standard Operating Procedures (SOP), job aids, training materials, etc. (in partnership with and concurrence from OHR). Develop an Agency PD repository.
