THE OPPORTUNITY

The County of Orange is currently seeking experienced Procurement Managers (Administrative Manager I) across multiple county agencies. Note that the exact job duties and desirable qualifications may differ depending on the specific county agency.

Depending on the assignment, the Procurement Manager will be responsible for managing all aspects of the workload associated with solicitations, contracts and purchases of commodities, various service types and construction. Procurement Managers typically report directly to an Administrative Manager II and is responsible for managing the work of Supervising Procurement Contract Specialists, Procurement Contract Specialists, Storekeepers, Buyers and other employees depending on the specific assignment.

In addition, the incumbent will perform analytical and administrative duties and responsibilities ensuring that their respective Agency is in compliance with procurement/contracts agreements, public contract codes and other relevant statutes.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate will possess at least five (5) years of increasingly responsible public sector purchasing/procurement experience. The most successful candidates must have the ability to quickly gain an understanding and familiarity with the County of Orange Contract Policy Manual and must have the ability to obtain County of Orange Deputy Purchasing Agent (DPA) Certification within the first three months of employment.

A Bachelors Degree in a related field, Professional certification as a Certified Purchasing Manager (CPM) by the Institute of Supply Management (ISM) or Certified Professional Public Buyer (CPPB) by the Universal Public Purchasing Certification Council (UPPCC), or other equivalent professional certification is highly desirable.

In addition, the successful candidate will also possess extensive experience in the core competencies and attributes described below, which may vary depending on the exact assignment:

Technical Knowledge and Expertise in Public Sector Purchasing and Procurement

  • Extensive knowledge of Contract Policy Manual, CAL-Card Policy & Procedures manuals or related, equivalent skills
  • Extensive knowledge of various types of contracts and relevant government codes and/or state and federal laws as they relate to government purchasing and contracting
  • Experience contracting utilizing various funding sources
  • Working with various types of contracts, techniques for contracting or procurement, and contract negotiation and administration and/or Request for Proposal (RFP) or similar processes
  • Experience supervising, managing or working in a lead capacity overseeing activities of a public sector procurement department
  • Extensive knowledge with automated purchasing systems, business software and programs
  • Experience recommending, interpreting, writing, and developing policy in relation to purchasing policies and contract documents as well as having a background/familiarity with the Agenda Staff Report (ASR) or equivalent Governing Body reports
  • Proven ability to develop internal operating procedures, as they relate to procurement operations within a public sector department
  • Makes sound business decisions based on limited, complex or contradicting information and relevant public service ethical principles
  • Develops, establishes and implements policies and procedures

  • Working independently and manage time wisely and effectively prioritize multiple competing tasks; meeting Departmental and project goals and deadlines by prioritizing workload and projects
  • Preparing clear and concise project and asset management plans and documents, reports of work performed, and other written materials
  • Conducts analysis of issues and data to support and provide input into programs and policy decision-making
  • Involves appropriate people in plans and decisions
SPECIAL REQUIREMENT

  • For some positions possession of a valid California Driver's license, Class C or higher may be required by date of appointment.
  • Possession of a County of Orange Deputy Purchasing Agent (DPA) Certification or ability to obtain certification within the first year of employment is required.

RECRUITMENT PROCESS

Structured Interview I Oral Exam (Weighted 100%)

Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job . Only the most successful candidates will be placed on the eligible list.

Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.

Eligible List
Once the assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

ADDITIONAL INFORMATION
