Job Summary

The Research Analyst will lead one or more major division studies and projects. This position will serve both leadership and technical roles; it requires both research and policy expertise and experience .The Research Analyst will also coordinate, plan, design, and conduct evaluation and research, performance measurement, and data analysis as well as conduct state and federal data reporting for Minnesota's child welfare programs. Additional areas include prevention, child protection, child welfare, Indian Child Welfare, out- of-home care, and adoption and their overlaps with other program areas inside and external to DHS.

You will be part of a staff of six agency policy specialists in the unit that will share its research, evaluation, and measurement work. While each will be qualified to work in any of these areas for any of the programs for which the division has responsibility, each will specialize in certain programs, data systems, and projects and take the lead in their areas of concentration. The assignment of work may be influenced by specific training or experience of the incumbents. Each position takes the lead in one or more major division studies and projects.

Additional responsibilities include:
  • Taking primary responsibility for ad hoc requests, mentoring colleagues learning data warehouse and SSIS skills
  • Authoring the child maltreatment, and out-of-home care and permanency annual reports, operationalizing and evaluating new performance measures, implementing data sharing projects with partner organizations, and serving as staff support on a performance measurement management system advisory committee
  • Lead on collaborative projects with evaluators on data collection and analysis duties - both quantitative and qualitative - for grants involving the use of SSIS data related to the child welfare system
  • Co-lead analysis for all federal reports relating to the child welfare system

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Three (3) years professional experience in program evaluation and data analysis.

Experience must demonstrate:
  • Experience and/or academic training in the methods of social service evaluation, including experimental, quasi-experimental, survey, and evaluation design.
  • Knowledge of statistical theory and techniques, sampling theory, principles of qualitative and quantitative analysis, and database management.
  • Knowledge of data analysis and data visualization tools.

Preferred Qualifications
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Experience in social service evaluation, including experimental, quasi-experimental, survey, and evaluation design
  • Experience using technology system tools such as e.g. Microsoft Office, Social Service SQL, Tableau or similar systems
