Minimum Starting Salary: $72,000.00/annually
Under general supervision, manages the Health Equity, Promotion and Prevention Programs for the Public Health District (PHD); assures that the services provided meet the program requirements.

Essential duties and responsibilities may include, but are not limited to, the following:
- Plans, manages, reviews, and evaluates the staff and functions of assigned PHD programs; manages priorities, identifies critical issues, resolves conflicts, and assures the effective coordination of programs and strategies to protect and improve the health of the residents.
- Assures the effectiveness of assigned PHD programs and compliance with state and federal regulations.
- Expands PHD programs to include health equity initiatives focused on population health.
- Manages staff through appropriate delegation and work supervision; assigns duties, responsibilities, and resources; monitors operations and reviews the work of assigned staff to assure the efficient and timely accomplishment of assigned duties and responsibilities; trains staff and coordinates safety and skills training programs; works with employees to correct performance deficiencies.
- Meets regularly with staff to discuss and resolve workload and technical issues; reviews programs and workload in order to anticipate technical and management problems; analyzes workload trends and implements staffing and assignment adjustments.
- Evaluates grant programs, researches requirements, and determines feasibility of participation; prepares and submits grant proposals; manages grant budgets and operational and financial reporting; assures that quality standards are met, and appropriate services are provided.
- Analyzes PHD financial and resource information; develops and manages multiple budgets; manages the collection, analysis and reporting of operational and financial data.
- Writes technical and analytical reports and makes technical estimates of a specialized nature in connection with PHD programs, contracts, and regulatory issues; interprets concerns, defines desired results, and develops solutions.
- Assures effective communication of PHD issues with management and Board of Health; interprets and explains federal and state rules and regulations and City codes and ordinances; coordinates strategies to integrate programs and services with federal, state, and regional organizations and City departments.
- Monitors Public Health events and trends related to health equity and anticipates the potential impact and determines actions required.
- Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors and City staff; maintains confidentiality of work-related issues and City information.
- May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.
- Performs other duties as required or assigned.
- Driving is essential.
- Bachelor's Degree in Community Health, Public Health, Nursing, Social Work, Business or Public Administration or a related field.
- Five years Public Health program management experience.
- OR an equivalent combination of education and experience.
- Master's Degree in Community Health, Public Health, Nursing, Social Work, Business or Public Administration or a related field.
- Professional registration or technical certification as a Certified Health Education Specialist (CHES), Master Certified Health Education Specialist (MCHES) or Certified Public Health (CPH).
- Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
