The Economic Development Department is seeking an Economic Development Specialist to assist with the implementation of programs and projects focused on strategic development and revitalization. The ideal candidate will have strong communication skills and be a flexible, detail oriented person that can work effectively with members of the public. This function requires working in close cooperation with other departments, government agencies, developers, financial institutions, community policymakers, neighborhood associations, and business associations. Experience in urban re/development and placemaking is highly desired. Experience with Tax Increment Financing (TIF) Districts is also highly desired. This function requires working in close cooperation with other departments, government agencies, higher education partners, community policymakers, entrepreneurs, and industry leaders. The incumbent supports efforts to implement those strategies specific to revitalization, as identified in the Economic Development Strategic Plan. Duties will include implementation of strategies within Goal 3: Ensure Community Vitality such as working with transportation and housing partners, as well as public land owners, to target specific geographies for economic development. Additional duties include TIF administrative support, specifically with the financial reporting requirements associated with TIFs.

The incumbent will:
  • Assist in the creation and implementation of programs to encourage the re/development of targeted areas within the City;
  • Support implementation of placemaking activities within the community;
  • Provides TIF administrative support, specifically with the financial reporting requirements;
  • Conduct feasibility analysis;
  • Conduct analyses related to the implementation of varied economic programs and projects;
  • Represent the City in meetings with representatives of business and community organizations, governmental agencies and the public;
  • Prepare a variety of periodic, progress and special reports

In addition to the requirements stated above, the ideal candidate will possess the following additional characteristics, competencies and style:
  • Knowledge of urban re/development best practices
  • Knowledge of placemaking initiatives and partnerships
  • Knowledge of tax increment financing policies and procedures
  • Experience with economic and community development best practices
  • Possess exceptional verbal and written communication skills to interact effectively with all levels within the organization and with customers
  • Strong project management skills managing multiple projects, on budget and within established deadline
  • Ability to make sound business decisions to meet the needs of the customers and maintain profitability goals
  • Utilize independent judgment and sound decision making
  • Able to work effectively in a fast-paced environment with multiple priorities and deadlines
  • Ability to develop and deliver presentations.
  • Have excellent speaking and writing skills.
  • Principles, practices and techniques of economic development, marketing, and financing methods available for economic growth
  • Budget Forecasting and knowledge of preparing Financial Statements

Education and/or Experience:
  • Bachelor's degree in Public Administration, Business Administration, Planning, Urban and Regional Studies, Economic Development, or related field or comparable education/experience/training
  • Minimum two year years of experience in economic development or related field required
  • Knowledge of economic development, revitalization, and placemaking is preferred
  • Experience with Microsoft Office products required
  • Experience with Salesforce preferred.
  • Experience with a GIS background is also preferred
